Blender is not a requirement. Parts can be modeled in any software as long as they can be exported in a format that Blender can open (for final export to threejs format). For e.g. soliworks can export to STL that can be opened by Blender.

For decorations, a simple image editor is enough. However, I redraw (vectorise) the decoration using the mecabricks colour palette and therefore it is better if it has vector capability. I guess Inkscape shall do the job - I actually need to try it to maybe replace Illustrator.
I can provide the UV maps for decorated parts - It is actually a template to know where to locate decorated area on the image canvas.
Is there a possibility do import LDraw to SW? Then I could start straight away.
LDView or LeoCAD can export LDraw parts to OBJ.
After, I think you need the scan to 3D add-in to import OBJ files in SolidWorks.
Be careful with Ldraw parts. They have their own measurement system which is somehow different from real parts.

6590 is an alias of 3713 which is in the library (I added it in the alias list).
