Hello joonagi, this is not a Blender add-on as such. You can use the data with any 3D software. However if you own the Advanced Mecabricks add-on for Blender you can set it up to automatically import minifig elements from this package (which have more details). Information on how to set up the advanced add-on are available in the install.pdf document found in the advanced addon package.
