how to make minifig sit and is there a paint tool in the workshop?

You rotate the legs of the fig. the connection point onto the waist may move, so use the snap tool to put them back.
No there is not a paint tool but you can make your own textures. You can also hold control and click both legs then click the top yellow dot go to the rotation tool and move them up.
