I noticed that these two parts aren't working - I'm not able to add them to any project, either new or previously saved. The spinner just keeps rotating forever, but nothing happens and no error message produced. I tried it on several different systems, and browsers, Mac OS X, Windows - nothing works, so I'm pretty confident the problem is on the server side.

These are super old assemblies. It will be fixed when they will be upgraded to the new part system.
You shall be able to import them from public models including these parts.

Yes, I am sure some of them include them.
You could open one in the workshop, delete everything around and save it. Then, just import this submodel.
