As per title, is there a place where one can get the blender files to work on?
I ask this since there are some missing parts that are very similar (or based in) to existing ones in the library which, for those with less experience, could be a starting point to building parts and help supplying those less common or at the bottom of a todo list.

The Blender part library is not public. However, I can provide some parts on request.
Only a while after posting this I wondered if exporting a single part in Collada (dae) format would yield the same result, i.e, if one could use it in blender to work on it
Yes, you could. You might need to clean it a bit though. Blender parts are using modifiers and quads as mush as possible. Parts from the workshop are triangles only.
To clean an exported piece in blender: convert tris to quad (60deg) -> select the boundary edges and mark them as sharp edges -> remove doubles -> Add an Edge Split modifier and untick "Edge Angle".
