Hey, everyone. I've noticed that users are able to download face textures only from minifigure heads, but not from torsos, arms or legs. How can this be?
If you're trying to download textures through the PARTS page, only then newer generation of decorations can be directly downloaded from there. These parts have a [2] in the upper left corner of the part icon.
Additionally, the upper and lower parts are actually assemblies of sub-parts. They do not contain any texture information, but the sub parts do. So for instance, the 76382 upper is made up of a 3814 torso, 3818 arm, 3819 arm, and two 3820 hands.
You can find your part by searching for the part number (3814dxxxx) on the Parts tab, which is the brick icon on on the left. (Do not confuse it with the Library tab, the folder icon on the left, which is the default on the PARTS page.)
You can also export the parts from the workshop and pull the textures from the export. This will work for any decorated part, regardless of its generation. Hide everything except for the parts with decorations you want to export. Go to File -> Export... and you can use the default. Save the zip file and open it up. In the textures folder, you will have one or two folders labeled 1 or 2. The 1 folder is for the first generation parts and the 2 folder is for second generation parts. Your textures will be in one of these folders.

Update: It worked! And I was able to get the texture I wanted!
