Whenever you duplicate a piece you can’t rotate it. You have to click off the piece and then rotate. Not a big problem though.
Can you find a sequence of events to reproduce it as I cannot make it fail myself.
If you duplicate a piece and then try to turn it with the arrow keys it doesn’t work. You also can’t change the color on a new piece and then rotate it with the arrow keys.
Where is your mouse when you try rotating the new piece? If I hover my mouse over the toolbar, I cannot do any moves with the arrows. In face I cannot use any keyboard shortcuts. As soon as I move it back over the workspace, I can rotate the part again. I found that keyboard shortcuts work if my mouse is over the workspace, the Graph tab and over the parts bin at the bottom. Anywhere else with the mouse and shortcuts don't work.
I don’t use a mouse, I’m on iPad, but if I just duplicated an item then I have to click on the grid in order to rotate it. I suppose what you say is probably right, that my “mouse” is is on the toolbar and so I can’t rotate it.
Shortcuts are linked to zones. IPad with a keyboard is another concept that I could not try. It is likely that it simulates the pointer being out of the zone when you use the toolbar button and then clicking on the 3D viewport brings it in focus.
