His entry contains too many pieces. Last I checked, the maximum allowed part count for a contest entry was 3,500 pieces.

There is no pieces cap on contest entries*, that's only for product ideas! For example, ExeSandbox's Ford Mustang build was WAAAAAYYYYY over 3,500 bricks and he still won. The 3,500 bricks is to make sure that product ideas remain an appropriate size for an official lego product.

*Unless it is a contest that will turn a submission into a set/ they specifically say there is a part cap, which I don't believe that contest was. (so far as I remembered)
