Manipulating different parts of cloth and tube pieces independently?

How do you move one end of a large bendy tube piece, but have the other end stay in place? Same with large cloth pieces.

You can't bend cloth pieces, however you can bend tubes. Select the tube, then press F, to enter flexible mode. You can then manipulate different sections of the part.
