These are old decorations with no transparency. The system converts them live so that they work like new textures. It is not always perfect especially with colour values closed to the background.

The textures are correct (for old decoration standard). I won't go into technical details, but this is the image processing algorithm which is not perfect. It will be back to normal when these parts and textures will be moved to the new part system. However there are probably about 10,000 of them to convert...

Hi! Just for clarification, are you describing some transparent pieces that have decals that don't appear transparent?
