Only parts that have been converted to the new format can be decorated in the part manager. You'll find all converted parts by clicking the the icon with two cog wheels(middle icon on the left side) on the "PARTS" page. The parts with a little paint drop can be decorated.
I think there are about 700 parts converted and still about 3000 to be converted by Scrubs...
