Why are so many pieces not decoratable?

Sorry if I missed a thread and this is a duplicate, but why can some parts have custom decorations added to them, while others can't?
For example, the UV maps for the 37364 Mid-legs (37364p1uv & 37364p2uv) exists, but it won't allow me to add the custom decorations to them. Similar issue for the 75902 Shield piece. Is this an issue, or have these parts just not been made decoratable yet? If so, is there a thread to suggest parts to add?

Only parts converted to the new part system released earlier this year can be decorated in the part manager. It will take years to go through all the existing elements as they have to be remade almost from scratch.
