There are some gear wheels that won’t rotate. when you try to rotate it, only the middle part rotates. And the outside with the teeth doesn’t. So you can’t adjust the gear wheel to get the teeth in the right place.

The fact that you only see the center moving is actually only an illusion 😃
The default grid (medium) has a rotation step of 22.5° which is the angle between 2 teeth of these gears (360° / 16). Therefore, it looks like the teeth don't move and that only the center does. Just change the grid to small or even disable it for free rotation.
