What browser are you using, operating system, any other information that could give Scrubs a clue of you problem?
Have you tried another browser?

I've been using a Lenovo Chromebook and it worked fine, and I had to get mine fixed so I was given a spare that was a slightly different Chromebook model and the right toolbar no longer loads.

It works on other browsers and computers. This spare Chromebook seems like an older model so even though it has the latest Google Chrome update, it may not have new enough software for Mecabricks.

Your have to upload the image to any cloud service to get a link we can browser to(Google drive, OneDrive , Flickr, imgur or anything else), your picture link is to your local hard drive.
