There are numerous ways to do this, but the simplest (and likely the one you'll use most often) is to go to the toolbar at the top of the Workshop and click on the "Rotation (M)" button. This will be located at the rightmost end. Of course, as the name implies, you can also just press the "M" key to switch between moving and rotating bricks.
