Because it is weird having all the theme folders and half of the bricks outside of them. I am referring to the decorations like Heads, Torsos and Legs.
I'd say WIP. I guess you mainly talk about minifig decorated parts like heads, torsos and legs?
The ones not sorted yet have old part designs / decorations. When I update them, I need to rework the decorations, update the information (e.g. bricklink data), re-generate the thumbnails, etc. It takes a lot of time but like that I know they are ready for the future 😃
